The Collapse of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are waged: optimistic declarations are delivered from different nations. Significant resources is devoted on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability enabled by timely intelligence. From observation points, defense planes that had been deployed to engage hostile aerial threats flew past – sophisticated military planes provided to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, most likely delivered by Western nations. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes sober acceptance: possibly the approaching threat won't strike its target this time, sparing the city from ruin and further power outages.

Ongoing Risks

Soon after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a defensive team – probably allied-provided weaponry. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its objective.

Intermittently, this persisted until dawn. Kyiv awoke to the early updates: several casualties, damage and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on external assistance – a need that neighboring countries are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The 28-point plan from Washington sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new initiative from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, no doubt, persist.

Tactical Assessments

It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington works based on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The White House assumes that it is unfeasible to compel Moscow to relinquish the areas that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not change more in its advantage in the near future.

Conflicting Perspectives

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but averting a total frontline collapse until circumstances change in its favour.

Present Conditions

Objectively, there are no real preconditions for a armistice. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their task will now be much harder after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a just a single week to terminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
